Pro-Poor Governance of Oil Revenues in West and Central Africa
A new policy brief by IDASA examines the challenges facing African oil-producing countries in translating oil wealth into poverty reduction and national development, along with the potential roles of civil society and government in tackling these challenges. IDASA is a partner in RWI's International Budget Project and a leading budget monitoring organization in Africa.

Opening Budgets to Public Understanding and Debate: Results from 36 Countries
Revenue Watch partner The International Budget Project developed the Open Budget Questionnaire to evaluate public access to budget information and the openness of the budget process from the perspective of civil society organizations. This 2004 reporty analyzes the responses to the questionnaire.

The September issue of the Institute for Democracy in South Africa's bi-annual newsletter on budgetary issues in Africa.

Sudan, Oil, and Human Rights
US-based group Human Rights Watch accuses the Sudanese Government and big oil companies of a policy of division and displacement. The group has investigated the role of oil in Sudan's 20-year civil war. It says drilling for oil is linked to attacks on civilians by government forces and government-backed militias.

Transparency International Corruption Perceptions Index 2005
More than two-thirds of the 159 nations surveyed in Transparency International's 2005 Corruption Perceptions Index, released in October, scored less than 5 out of a clean score of 10, indicating serious levels of corruption in a majority of the countries surveyed.

Transparency International's Global Corruption Report 2005
This March 2005 report shows how corruption in the construction sector undermines economic development, and threatens to hamstring post-conflict reconstruction in Iraq and beyond.

Transparency International Corruption Perceptions Index 2004
Transparency International's Corruption Perceptions Index 2004, released in October, ranks 146 countries and finds that most oil-producing nations are prone to high corruption.

OSI's Revenue Watch Program Becomes Independent Institute

In June 2006, the Open Society Institute spun off its Revenue Watch program to create an independent Revenue Watch Institute (RWI), a sister organization to coordinate and lead the Soros Foundation Network’s (SFN) work on transparency and accountability in resource-rich countries.

IMF: Azerbaijan's Poverty Reduction Progress
The Government of Azerbaijan submitted its Progress Report on Poverty Reduction Strategy to the International Monetary Fund (IMF) in October 2004. IMF Joint Staff has released its assessment of the progress report prepared by the government.
